Meeting Minutes
Procedural Items:
1. Welcome/Call to Order: Called to order at 6:10 PM
2. Establish quorum: Quorum established
3. In attendance: School Director Cindy McLeod; Governing Council members Steve Flores, Kim Kirkpatrick, Diana Whitten, Diane Moore, and Chris Cudia; Guest — Fiona Whitten (RGS 5th-grade student); (Excused – Naomi Swinton and Caroline Garduño-Lopez)
4. Approval of agenda: Motion by Diane, Second by Kim; all approved; motion passed
5. Approval of July 2009 minutes: Motion by Diane; Second by Steve; all approved; motion passed
6. Confirm date of next regular meeting: Wed., Sept. 23, 2009, 6:00 – 8:00 PM (Diane Moore will be unable to attend, so we need to make sure others can be there so we are assured of a quorum.)
Public Comments, Student Report, Director’s Report, and Amigos Report:
7. Public Comment: None
8. Student report: No students yet on-board for this year, but Fiona gave us an update on how things are going so far for the students. She also gave us an excellent description the Circle Discussion technique that Cindy is introducing to the students. Fiona was asked and has agreed to write up an explanation of the technique, and Kim will post it to the RGS website.
9. Director’s report: See attached
“RGS Budget for All Funds FY 2009-2010” was handed out. By next meeting, we’ll have a better idea of how much we’ll have to carry over. Cindy hopes to carry over about $100,000. Total budget is ~ $1.2 million.
10. Amigos de Rio Gallinas report: Currently meeting tonight at the other campus to sign up volunteers.

Compliance/Financial and Legal Matters — Action Items:
11. BAR (Budget Adjustment Requests):
Lease Assistance: $74,700
GO (General Obligation Bonds) Student Library Funds: $3,159.69
Mentoring Program Support: $2,174
Instructional Materials Carry-over: $12, 854.00
Special Ed. Federal Funds: $10,000
Motion by Diana to approve above BARs; Second by Chris; all approved; motion passed
12. Budget Transfers:
renting land to additional compensation
13. Approve draft event plan for Amigos de Rio Gallinas:
No action; informational only
14. Approve modifications to the by-laws:
Motion by Kim to table until next month’s meeting; Second by Pat; all approved; motion passed. In the meantime, a work session is needed re: by-laws (see below).
Old Business:
15. Review dates for planning: Work session needed for by-law planning committee (Chris, Diana, Kim). Kim will communicate with that committee to set up a time and date.
New Business:
16. Plan for including student representatives in future meetings: Cindy asked Fiona to ask to John McLeod about when students will be preparing for student reps.
17. Reminders for next month’s agenda: look at modifications to the by-laws, the principal evaluation process, governing council self-evaluation criteria, and discuss the Carpenter book.
